Just a couple of notes. I live and work on the Canadian side of this issue. Mr. Roy had two previous warnings from US officials telling him to return to the US via the main street, one block west of where he was entering before (although, in my 5 years working near the border, I have never seen Mr. Roy cross the border). Yes, better signage would eliviate the accidental crossing factor, but locals now know they shouldn't cross by that unguarded street anymore. In my opinion, Mr. Roy should have been fined the $5000. He maliciously crossed at that point. The strict enforcment along the border doesn't effect the Library either. Officals just don't want people meandering into the US by side streets anymore. Big deal.
